Open Access Policy

The Journal of Constitutional Change is a diamond open-access journal. Everything it publishes is free to read from the moment of publication, and nothing it publishes costs an author anything to publish.

No charges of any kind

The Journal levies no submission fee, no article processing charge, no page or word charge, no charge for figures or colour, no charge for supplementary material, no membership requirement, no charge for open access, and no charge for withdrawal. Authors are never asked for payment at any stage, and any communication purporting to request payment on behalf of the Journal is fraudulent and should be reported to the editorial office.

Who pays, and why we say so

Open access is not free to produce; it is free to the author and the reader because someone else bears the cost. JCC is funded by Gorontalo Legal Research and Consulting and by the Faculty of Law, Universitas Negeri Gorontalo, which provide the editorial infrastructure, the publishing platform, copy-editing and preservation as an in-kind contribution to the field. Editors and reviewers are unpaid. The Journal accepts no advertising, no sponsored content and no funding that carries editorial conditions, and it will disclose any future source of support on this page.

This model is also a safeguard. A journal that earns nothing from acceptance has no financial reason to accept, which is a structural protection for editorial standards that no ethics statement can substitute for.

Why diamond, and why it matters for this field

The scholars best placed to explain a constitutional transformation are often based where it happened, and are least likely to have access to publication funds. A journal that charges for publication systematically over-represents well-funded institutions in the literature; a journal that charges for reading systematically excludes the judges, drafters, legislators, civil-society lawyers, journalists and students in the countries whose constitutions it discusses. Diamond open access is not a matter of generosity for JCC but a condition of doing what the Journal exists to do.

Access, licensing and reuse

  • Articles are published online as soon as copy-editing and proofs are complete — normally within eight weeks of acceptance and never later than twelve — with no embargo, in HTML and PDF, and are then assigned to the current issue.
  • All content is licensed under CC BY 4.0; authors retain copyright. See the Copyright Notice.
  • Article metadata are released under CC0 1.0 and are openly harvestable via OAI-PMH at [alamat OAI].
  • Authors may self-archive any version, anywhere, immediately.
  • Full text and metadata are available for text and data mining without further permission.

Discoverability and identifiers

Every article is assigned a Crossref DOI, with its reference list deposited openly so that citations are visible to the whole scholarly ecosystem rather than only to subscribers of a commercial database. ORCID identifiers are required for all authors and are included in the deposited metadata, as are funder identifiers and licence information.

Digital preservation

Content is preserved in the PKP Preservation Network, which distributes copies across independent institutional nodes. Authors are additionally encouraged to deposit the published version in their own institutional repository. Should the Journal ever cease publication, its archive will remain openly accessible through the preservation network and its metadata will remain deposited with Crossref; the Journal will not permit its content to disappear behind the closure of a website.

Accessibility and low-bandwidth access

Articles are published in structured HTML as well as PDF, with tagged headings, alternative text for figures and semantic tables, so that they can be read with assistive technology and on limited connections. PDFs are optimised for size, and the Journal avoids design choices that make an article unreadable on a small screen or an old device. Readers who cannot access an article in any available format should write to the editorial office, which will supply it in another form.

Commitment

The publisher has committed to maintaining diamond open access. Should this ever change, the change would be announced at least twelve months in advance, would not apply to any manuscript already submitted or accepted, and would never apply retrospectively to content already published.
